The reason for this regulation is due to the salmonella outbreaks that were linked to almonds back in the 2000s. You might think almonds are easily exposed to bacteria than the other dried goods and nuts, hence the strict law on it but that is not the case. The California Almond Board put this law in place simply to avoid any more future outbreaks. This rule was issued In 20007 and is called the “almond rule.”

Unpasteurized vs. Pasteurized Almonds

Testing results showed that no significant difference existed between unpasteurized almonds and pasteurized almonds. They both had about the same amount of damaged fat. So the conclusion at the end was that the pasteurization process does not cause any measurable change to the level of damage in the nuts.
